Ohio does not have its forms ready. You just need to wait awhile in order to e-file Ohio. And.....a state return cannot be accepted until the IRS accepts your federal return. The IRS will not begin to accept/reject federal returns until January 29. So......even if you could file OH now, it would go nowhere except a server to wait.

If you are using Turbotax Online, the cost for the state module includes preparation and e-filing, and e-filing is not guaranteed, due to each taxpayer's circumstances being different. There are no refunds if you can't e-file your state return with Turbotax Online.
If you are using Turbotax Desktop edition, there is indeed an extra fee for state e-filing. You would have to call customer support for a refund, no one on this board has access to your account. However, as pointed out, I think you are just too early, and even if you called customer support, they would probably tell you to wait. If you still can't e-file your state return by February 15, you can print and mail, and call for a refund. If you are impatient and try to mail your return without waiting, they might authorize a refund, but I don't know for sure.
