Can I file a tax return even if my employer didreport earnings and withholdings to the proper tax authority?

If you mean you were an employee, but you didn't get a W-2 and your employer didn't withhold taxes, you can still file. 

You'll need to figure out how much pay you received during the year and get that total amount before you file. 

Once you have your total, to enter it as an employee:

    1. Login and click Take me to my return
    2. Under 2017 Taxes on the left menu, select the Federal
    3. Select the Income tab along the top
    4. Scroll down to W-2 Employee Job section and click Start or Revisit next to W-2 line
    5. You'll be at a listing of the W-2s you've entered (if any). click Add another W-2 or just begin entering a W-2.
    6. Enter the total pay you received on a W-2 in box 1, 3, and 5. Leave the tax boxes if you don't think taxes haven't been withheld. 
    7. Continue entering your W-2 
    8. When you come to the screen that says, "Do any of these uncommon situations apply to this W-2?" select Substitute form - I didn't get a W-2 from my employer and need to complete a substitute form
    9. Answer the questions that follow. You'll file form 4852 and need to paper file your return.

You mean they didn't report earnings and withholdings, so you didn't get a W-2 right? Did they withhold taxes from your paychecks, no?
