Can I efile my amended returns in NY state and federally? I did so last year, but this year I tried and it seems as though I only have the option to print them?

You cannot e-file any sort of return now.  E-filing for past year returns is closed.   Your amended returns must be filed by mail.   Print, sign and date them in ink, and mail them in.

If I didn't need to actually make this amendment and I'm not going to file it, is there a way to get TurboTax to go back to my original returns that were filed and accepted instead of my amended returns that weren't filed? 

Or would I just need to go back in there an amend the returns again back to the original?

I think this may be before you get as far as I did where I actually created an amended return and printed it. In one location on TurboTax it says I filed yesterday, but in the more prominent locations it just says I printed it. Also given your earlier statement that you can efile I imagine that's just an oversite where they say I filed. Still not sure how to go back to my unamended return at this point as I think I've gone further than the link you provided.
