If the IRS did not receive the 2020 tax return you do not send an amended return.  You send the original tax return.

Did you receive an IRS Letter CP80?  If so, see this IRS website - https://www.irs.gov/individuals/understanding-your-cp80-notice

A 2020 tax return cannot be e-filed, it can only be printed and mailed.

To access your current or prior year tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/

Scroll down to the section Your tax returns & documents.  Click on the Year and Click on Download/print return (PDF)

Print, sign, date and mail the tax return to the IRS.  Include with the mailed return any forms W-2 and 1099 which have taxes withheld.  Mail the tax return to the address in the IRS letter.

For one thing--you do not amend a return that has never been processed to begin with.   If they want another copy then print the original return, sign it in ink and mail it to them.   Why would you amend?   What do you want to change?

But.....how do you know they did not receive it?   Did they send you a letter?  See below:
