When you input the 1099-G form showing your state refund from 2015, TurboTax shows you a screen saying Let's see if your 2015 [state] refund is taxable. Then you check the box saying I took the standard deduction in 2015, and you'll immediately be taken to a page that says Good News! Your 2015 [state] refund is not taxable.
That's the correct way to handle it, rather than simply deleting it (although you could do that).
