No one here can know anything specific about your return and refund, but we can tell you how to investigate your issue. If the IRS received the return, they are the only ones who can know what they are doing. Here are some things you should check before phoning the IRS:
By saying "refund from 2023" I'll assume you actually mean the 2023 tax year's return, so the 2023 return would have been filed last year in 2024. Is this your first time to check on it, or is there more to the story?
Does it show up when you go to the IRS "Where's My Refund" tool and choose the tax year 2023? If so, what does it say about the 2023 return?

Here are some tips when using that IRS tool:
If that tool cannot find evidence of your 2023 return, and if you are sure you are entering everything correctly as in the tips above, then the next thing to do is check that the return was successfully filed in the first place. How did you file the return--by efile or by printing and mailing?
If you used Online TurboTax to prepare the 2023 return, log in to the SAME account you used, and at the Tax Home scroll way down to a section called "Your Tax Returns & Documents" (this is NOT the Documents tab). Expand that section and choose tax year 2023. Which of these terms does it use for the status: accepted, rejected, printed, started, ready to mail, or what?
