Can anybody help me file a refundable rebate tax credit from a third stimulus check I did not receive in 2021?

For some reason I did not receive the third stimulus check and this is the last year that you can file to receive that stimulus check I have zero earnings this year and but I still need to file for the refundable tax rebate credit any help would be appreciated
