Been saying processing on my Kentucky state taxes for about 3 weeks now already received my federal taxes weeks ago what's the deal

It depends.  Federal and state processing can take different processing times, and only the Tax Department itself can truly answer as to why the delay.  Rarely do they provide a reason on their website, but you may contact the Kentucky Department of Revenue for additional information.  Many times the issue is one of Identity verification, but only the state can tell you.  Once the return has been accepted by the state or Federal, TurboTax doesn't have any more access to know when you will get your refund than what you do if you call in yourself.
