. As I paid for Tax Turbo to file my state refund , I need explanation why the form was 0 and why I have no refund.

I did and called the tax department they said I have no refund my efile paper was zero and I shouldn't file if I have no income

Did you look at your state tax return?  A tax return with no taxable income would not have been able to be e-filed and the program would have alerted you to the fact that there was no income on the various lines of your tax return.

The program didn't alert me. actually I recieved a congratulation email that  the State approved my refund with the amount. when I checked with the Tax department they said the amount is the tax I paid for the previous year it's not a refund.

This issue would best be handled by TurboTax support where you can speak in real time to a support agent who should be able to review your situation.
