Are state and local taxes still deductible from federal taxes?

Yes - state and local taxes are still deductible on your return.  However, because of the new tax law, they are limited to $10,000 (the SALT limitation).

10,000 being the ceiling on taxes paid or on income?

On the taxes paid that you can deduct.  It has nothing to do with income.  If you paid state and local taxes of $12,000 in 2018, TurboTax will limit that to a deduction of $10,000 because of the new tax law.
