First it is a form 5329 which is for the waiver of the 10% penalty on early distributions and would automatically be populated if you had a 1099-R with code 1 in box 7 but only if required. https://www.irs.gov/forms-pubs/about-form-5329

Did you need either of those forms ?
Did you mail in your return ? If so it is possible that the data entry clerk at the IRS entered something wrong or is too new at the job to understand what they are doing. Call the number on the notice and ask why they are looking for forms that are not needed.
If IRS requests more information you have to follow the instructions in the letter,
Your refund will be on HOLD indefinitely until you respond.
In the old days some issues could be cleared up by telephone call.
