Do you get any other income? If you only get SS or SSDI you do not need to file a return. If you have other income then you have to enter all your income including social security SSA-1099. It might not be taxable but you still have to enter it.
Up to 85% of Social Security becomes taxable when all your other income plus 1/2 your social security, reaches:
Married Filing Jointly: $32,000
Single or head of household: $25,000
If you received a form from Social Security, that may be taxable income. You may not need to file a return. See Do I Need to File a Tax Return? If you had no earned income, no taxes withheld, no refund makes sense. The bigger question would be do you owe anything. You may have other taxable income, like from your bank account, stocks, etc.
