Amended Returns: Do I Need to File State and Federal?

I just amended my taxes today. I only made changes to my federal return, but I had to pay for both federal and state. Do I also still need to mail out my state return if nothing was changed? If I don't need to file my unchanged state, why did I have to pay for both?

Unfortunately, when I called they said that even with not amending my state taxes, I still have to pay both. Thank you for your help though!
