After amending, there is no change in federal refund but due $1 to state,

1: should I also e-file the amend document to federal? It seems that Turbo tax will e-file it too although there is no difference in federal refund (and I don't due any money)?

 

2: for state, I need to mail the amend document, and the $1 check. Does the amend need to be processed and accepted by April 15th? Or I only need to mail it to the state by April 15th.

After amending, there is no change in federal refund but due $1 to state, following questions remain

Since you were reporting additional income on your Federal return, you should file the amended Federal return even though there was no change in your refund.  

 

For your state, you will need to mail the documents generated by TurboTax along with your $1 tax payment.

 

You can go ahead and submit your amended returns at any time since your originally filed returns have been accepted.

You did not mention why you are amending your returns, but if you made a change that affected both your Federal and state returns, then you should file them both.  If the change only affected your state return (such as correcting state taxes withheld) and had no bearing on anything on your Federal return, then you do not need to file the Federal amended return.

 

Your state balance due from the amended return will need to be postmarked by the due date of the tax return, not processed and accepted by the due date.  Since the tax deadline has been extended to May 17, 2021, the due date for your state may have been extended as well.  You can use the TurboTax article below to look up your state to see if the due date has been extended.

Thanks for you answer. I received the 1099 forms (B and DIV) after I filed the tax (which has been accepted).

 

I used the amend function in Turbotax and add those 1099 information. After that, there is no change in federal tax, and due $1 for state. For federal, I can e-file, but not sure if I should e-file if there's no change. 

For state, I have to mail the documents (1040X and the rest) generated from Turbotax ASAP. Is that correct?
