NOTHING can be efiled right now at all ... the IRS has shut down all efiling for the switch to the 2020 programming. Now WHEN the efile system opens up in mid to late January it is still not known if the TT system will allow efiling of prior year returns like the professional programs can do. Since this is brand new we all have to take a wait and see position.
If you already mailed in an amended return the IRS says to NOT mail/file it again as that will only mess you up more and delay the process further : https://www.irs.gov/filing/wheres-my-amended-return
First I recommend you review your amended return carefully since you should have paid the balance due before you sent in the amendment ... if you did NOT pay the original balance due then the amount on line 16 could be incorrect ... if it is then is the IRS correct ?
Look at the form 1040X …
Column A should have the figures from the original return, Column C the corrected figures and Column B the differences between the other 2 which needs an explanation on page 2 of the form 1040X.
If you completed it correctly you will see an entry on either line 16 OR 18:
On line 16 should be the amount you paid with your original return.
On line 18 should be the amount of your original refund you received.
Then you will see your extra refund on line 22 OR the new balance due you need to pay on line 20.
Then if the amended return is correct and you do have a refund on line 22 then call the IRS using the number on the notice and alert them that you have a 1040X in the system so they will back down until it processes.
