2018 Oregon state tax file has been started, but did not receive anything

So I filed oregon state taxes while I was living in washington state, and the file was accepted in Jan 28, it says 'started' but haven't receive anything but I got the tax return from Washington state. And I won gambling in Washington state, I reported but I'm not sure they take any taxes from me.

The IRS did not begin to accept federal returns until January 28, 2019, and many states were not yet accepting state returns at that time.  If your account only says "started" for your 2018 OR return, that means it was not filed.  Now it is too late to e-file it, so you need to print, sign and mail it.

" I got the tax return from Washington state."    No, you did not get a tax return from WA.  A tax return is what you file with the state to report your income.  Did WA send you a document of some kind--like a 1099 -- to show the money you won from gambling?  WA does not have a state income tax, so you do not file a tax return for WA.

You do not really explain what OR has to do with your situation.  Did you move from WA to OR in 2018?  Do you work in OR?  Why did you prepare a return for OR?
