2015 After receiving a notice to verify id I never did so. Was incarcerated for a while. What happen to my refund?

Most likely the IRS or the State (whichever wished you to verify your identity) is still holding your refund.  

You should be able to call them and pass an identity verification on the phone to release your refund.  Be prepared to spend a long time on hold.  I recommend calling as early in the morning as you can.

I just had my 2017 refund bounce back rejected? Form 8862?

Form 8862 is "Information To Claim Certain Refundable Credits After Disallowance."  You can fill it out in TurboTax.  Typing Form 8862 in the Search box should bring up a "Jump to" link to the interview.
