Will I be able to get a refund for the $68 state tax filing fee if I cannot continue my filing because I do not have a State ID or U.S. driver’s license?

I already paid the fee, but the system is asking for a State ID or U.S. driver’s license to continue. I am an international student and do not have either of those documents, so I cannot complete my state tax filing.

It is not clear whether you should even be using TurboTax ("I am an international student..")

If you are a non-resident alien, your return must be filed on Form 1040NR, which cannot be prepared using TurboTax. You can use TT’s partner, sprintax:

As for your fees---the fee for using TurboTax is the same whether you e-file the return or file the return by mailing in it in an envelope. The fee is for using the software; there is no extra fee to e-file.

In most states you can simply skip the drivers license/state ID entry, but as @xmasbaby0 said, the bigger question is your citizenship status for tax purposes and whether you can even use TurboTax. TurboTax can only prepare returns for US citizens and "resident aliens for tax purposes." It cannot prepare Form 1040NR for non-resident alien returns.
