Why didnt I recieve my refund today if my date to recieve it was 2/3/2020?

We can't give you an exact date at this time. Refunds can be issued in less than 21 days, but there are cases where it can take longer to process.

It was accepted on 1/13/2020 and I was given a refund date of 2/3/2020 so that doesnt make sense

Where did you get the date of 2/03/20?   It that was a date provided by  TurboTax, that is just an estimate.

 

If you are referring to the IRS "Where's My Refund" tool, does that tool say your refund is being sent out and a date provided?   If so, the IRS says to allow up to 5 days for variations in processing times at the receiving bank/card.

 

Also, if you had any fees paid out of the Federal refund, the refund will first go to an intermediary bank where the fees are subtracted.   Then that intermediary bank will send the rest to your bank or card.

 

NOTE:  By law (the PATH Act), the IRS cannot legally begin issuing a refund on tax returns claiming the Earned Income Tax Credit (EIC) or Additional Child Tax Credit (ACTC) until February 15.   By the time they finish processing the return after February 15 and send the funds out, the IRS says most filers with those credits will not receive the refund until late February or early March.
