if you're using online, you have to pay the fees before you're permitted to view the tax forms and schedules.

You do not have direct access to forms with online TurboTax. Only the desktop download has forms mode which allows you to see all of the forms as you prepare the return. With online, you can preview your Form 1040 and schedules 1, 2, or 3. When you have paid your fees, you will have access to print or view the other forms.
