It's the amount of your 2017 state tax refund.  If zero, enter 0

OK,  That number is one thing in Intuit but then there was an issue and the amount was reduced.  Which amount do I use?

If the refund was changed for a tax issue you would use the amount you received. If the amount was changed due to a state offset such as State Agency, Child Support or back taxes you would use the amount you were supposed to get. They took your refund to pay your debt.
