Question

We never received our federal tax refund for 2020 (IRS is still reviewing our records), should we wait until that is resolved to file 2021 taxes?

No, you do not need to wait for the 2020 federal tax refund before you can file the 2021 tax return.

Go ahead and complete the 2021 tax return and where asked to enter a 2020 AGI enter a 0 (zero) so that you can e-file the 2021 return.

The IRS will not have your 2020 AGI in their database since they have not fully processed the 2020 federal tax return.

no. do not wait. it could take many months to resolve your 2020 refund issue. for that you need to contact the iRS

When asked for SSN  do nothing it will ask twice

You should then be transferred  to an agent, but there is likely to be a long wait.
