The date for form 5695 keeps changing. At first it was January 24th or 27th, then January 31 and now it says February 7.. It’s frustrating

Is there a limit of the number of times this can be changed? This looks unprofessional and unreliable.

So, it's the fault of our wonderful federal government that Form 5695 is delayed and I can't file my return?
