Should TurboTax have allowed me to file my DC tax return [Form D-40B] online, or force me to print and mail it in?

I was required to print out and mail Form D-40B for a refund from DC for taxes paid to other states, despite an online option being available. Now, 2.5 months later, I am unable to confirm with DC whether it was ever received, let alone processed. This caused a delayed attempted withdrawal of Virginia's taxes owed to bounce. I owe Virginia a penalty fee, and still cannot confirm whether DC ever received my form.

For the tax year 2025 and all previous years, the DC Office of Tax and Revenue does not accept e-filing for Form D-40B, which is why TurboTax could not provide that as an option.  As you alluded to, for the first time this year, they began accepting this form on their website; however, this was something you would have needed to do separately, outside of TurboTax.

 

Unfortunately from my experience, DC is notoriously slow in processing these non-resident refunds, often taking up to 3 months.  If it has been that long, you can try contacting the DC Office of Tax and Revenue at 202-727-4829.
