Yes, if you elected your refund be deposited on your NetSpend card the it will come but no money will be on there until the IRS or State actually issues your refund. It typically takes about 7-10 business days for your NetSpend card to arrive.

The IRS states that most refunds are received within 21 days from the time a return has been accepted and a refund option is selected. If your Federal return has been accepted please, wait 24 hours before looking it up at Where's My Refund? 

NOTE: The IRS will hold the refunds claiming EITC and ACTC-related returns until Mid-February. The IRS expects the earliest EITC/ACTC related refunds to be available in taxpayer bank accounts or on debit cards starting on Feb. 27, 2018, if those taxpayers chose direct deposit and there are no other issues with the tax return.
