You might but most of the time the letter comes after the refund date. If you have an offset, you should get Topic No. 203 when you check your Federal refund on the IRS website Where's My Refund.
To determine if a debt is owed (other than federal tax), and whether an offset will occur, contact BFS' TOP call center at 800-304-3107 (for TTY/TDD help, call or 866-297-0517).
