If I need to add a state return, and amend my residence, state return, and federal return, what is the order in which these should be done?

Sold am inherited house in another state. Did not have the 1099 and already filed resident state and federal

You would complete your non resident state first, so you could take a credit on your resident state for the taxes paid to the non-resident state. Then you would amend your federal and resident returns.
