If I did not file taxes in 2019. Does that cause an issue if I am trying to complete my 2020?

If I did not file my 2018 taxes, will that prevent me from filing my 2019?

No, but the IRS may ask for your 2018 return before they process your 2019 return.   If you want to e-file your 2019, enter zero for your 2018 AGI.
