If you had a balance due associated with your originally filed return and are now due a refund on an amended return, the IRS will continue to assess interest and penalties while they process your amended tax return.

When you amend your taxes, it can take the IRS up to 16 to 20 weeks to process the change and issue your refund. If your original return showed that you owed money, the IRS's automated billing system will keep charging you interest and penalties on the outstanding balance due shown on your original return until your amended return is fully processed and the account is adjusted.

If your amended return lowers your tax liability and you are due a refund, any fail to pay penalties and interest should be removed once your amendment is processed.

Did you have a refund on the original return? Were the fees supposed to come out of your refund but Turbo Tax charging you for the fees? Why did you amend? You were not supposed to amend until the original return is done processing and you got the first refund.

Did the IRS change your return from a refund to a tax due? Did the IRS send you a letter?

If the IRS is taking too long to send your refund you still have to pay the fees in time, 36 days after your original estimated refund date.

Then when the IRS does send your refund they won't take the fees out again.

You should have received about 4 emails asking for the fees. If you don't pay they will debit your account. You had to agree to it.
