Your post is hard to follow.   How did you pay the 208 Turbo Tax fees?   If you picked to have the fees deducted from your refund there is an Extra $40 Refund Processing Service charge (45 in California).   So add that in.   

Then federal and state refunds come separately from different places.  At the end Turbo Tax just shows you the net federal and state combined. But that is only for your info.   Check Your federal refund on your 1040 line 35a.   

There are several things you can check.

What is the amount shown on your Form 1040, Line 35a?

Does it match what the IRS shows at the "Where's My Refund" tracker tool for the amount the IRS approved and sent?

Be sure you are only considering your Federal refund.   If you also have a state refund, it comes separately in another direct deposit.

    How did you pay?  Did you choose to pay out of the refund?  When paying out of the refund, there is an additional $40 or $45 (California) service fee.  But that still doesn't explain all of the difference.

Who was your deposit from?   If you paid fees out of your refund, it was likely from SBTPG (Santa Barbara Tax Products Group.)   If that's who it was from, then look up your refund on the SBTPG tracker tool to see what information is shown there.  Use the orange "For Taxpayers" button at:

If it was the IRS that lowered your refund, they should send a letter in about 3 weeks explaining why.
