I'm trying to file taxes, I'm not sure how, I can't access my W2 since I got out of the US military in Oct 2016, I'm not able to get my W2s, and I haven't worked since.

I also paid 29.99 for help and according to this I haven't which is weird since I can see the transaction made from my bank account.

The military does send out W-2's to all members who were in a paid status during a tax year. Have you kept them up to date on your current address? You may also make contact via their website and request a copy be sent to your current address.
You can also contact Intuit (Turbo tax) and explain that you have paid the help fee and give them the transaction info. I have been using it for almost twenty years and they have always been good at quickly resolving any issues.
