Question

I live in IL and worked in both IL and WI in 2018. I filed both states' tax returns. Should I file amended returns for both states to avoid double tax?

I paid WI tax on the WI earnings, and they refunded the excess withholdings.  IL sent me a notice of correction to my return, removing the credit for tax paid to WI and charging me tax on both the IL and WI earnings.  Should I file an amended return for WI showing 0 earnings, and an amended return for IL showing the WI tax withheld?  I feel like Turbo Tax let me down on this!

No, you don't need to Amend your Wisconsin return.  If you received a letter from Illinois and they are not giving you credit for tax you paid to Wisconsin, use the contact info in the letter to see if you need to Amend your Illinois return to report the tax you actually paid to Wisconsin (excluding refund you received from them).

You would file a Non-Resident return to Wisconsin, reporting only your income earned there and taxes paid there.

Prepare this return first, then your Illinois Resident return, where you report all of your income, and all taxes paid to other states.

Illinois gives you credit for tax paid to Wisconsin, so you are not double-taxed. However, you report your Wisconsin tax assessed  (not Wisconsin tax actually paid) when you prepare your return to Illinois, so that Illinois is not giving you credit for tax you get refunded from Wisconsin.

Here's how to file in a situation like yours:
