Solved

I just filed our 2015 taxes and we are mailing the forms. We are owed a refund. Do I have to wait to e-file 2016 taxes until the 2015 taxes are received and processed?

We are owed a refund for 2015, and are expecting a refund for 2016.  We had to mail the 2015 forms, but will e-file the 2016 tax information.  If I do 2016 right now, it's almost certain that 2016 will be received and processed before the 2015 forms.  Will that cause an issue?

You do not need to wait until the 2015 tax return is processed. When entering the AGI for a PIN to efile your 2016 return, you must assume that you did not file a 2015 return and therefore did not have a 2015 AGI. Even if you waited for the 2015 return to be processed, the IRS database would not have the 2015 AGI in it.
