We can't see your return details, but in general if you itemize and claim state income tax you use what you actually paid -- that is, your W-2 state withholding plus any other state income tax payments made during 2016 (estimated tax, tax paid with your 2015 return, etc.)
That is why state tax refunds are taxable *IF* you itemized & claimed a state income tax deduction for the year of the refund; you are in effect recovering a deduction you took in a prior year. If you didn't itemize *OR* you didn't claim a state income tax deduction (usually because you elected sales tax instead), the refund isn't taxable because it's not a recovery of a past deduction.
