I haven't received my refunds from the State or the Fed yet. It's over 5 weeks since filing. Instead I'm being sent letters from both requesting more information. Why?

Nobody can contact them for you, you just need to send in what's being asked for.

It is not safe to post your account number on this public forum.
Your returns have already been Accepted (received for processing). Accepted is not the same as Approved, which is a later step.
