Question

I filed a federal amendment and was denied, IRS told me to amend again. I was not given that option to amend again, with IRS denying my first one.

Did you try to efile a Form 1040X? Or did the IRS mail it back to you?

Turbo Tax told me I had to mail it in, and IRS mailed me the denial letter.

What exactly did they deny?  Did they mail the 1040X return back to you?

I forgot to include my daughter's 1098-T to my taxes, to receive the education credit, I was amending for that reason. IRS only sent me a letter denying it, saying the education institution never sent them the 1098-T. IRS told me to call the school to confirm they sent it and then file another amendment. School confirmed they did send it.

perhaps you entered something incorrectly in TT such as school  ID #

there isn't anything we can do at this end if the school didn't send 1098-T as IRS claims. or IRS records are messed up

if the problem isn't with your TT input, then perhaps you can request school to resend copy to IRS.
