What are you trying to enter? A 1099? What kind? Are you trying to import it? Chase Bank is listed on the Import Partner list

What is "it" that tells you to choose a U.S. based financial institution? We can't see your screen. Where exactly does it tell you that? What are you doing when it tells you that?

Are you getting that message from TurboTax, or are you getting an IRS reject after you e-file? If it's in TurboTax, what topic or section is it in? What is the title or heading on the TurboTax screen? If it's in a state tax return, what state is it? If it's an e-file reject, what is the complete reject message, including the code?

Are you typing in the name of the bank or selecting it from a list? If it's a list, it might be listed as JPMorgan Chase Bank, which is the legal name of the bank.
