To apply your federal refund to next years taxes, please take the steps below.

Sign into TurboTax Online.

Continue your return by click My TurboTax > Tax Timeline > Take me to my return

Federal Taxes tab (Personal depending on version)

Other Tax Situations sub-tab

Scroll down to Additional Tax Payments, click Start/Revisit next to Apply Refund to Next Year

To apply a portion of your state refund to next years taxes look for the section that deals with calculating estimated payments for 2017. Even if you don't need TurboTax to calculate the ES payments, the option to apply your refund will usually be within those screens. Each state return is set up a little differently in TurboTax and navigating directly to the section you need varies.
