The IRS only has two ways to verify your identity:

Online at the IRS Identity Verification Service website, and
By phone at the toll-free number that should be on your 5071C Letter

Ok I do have the number on my letter but when I call it says that due to over load on phones from covid there not accepting calls at this time and it hangs up so how am I supposed too verify my id if I can't online bacuse I don't have a credit account or loan ect.and can't over the phone because there not accepting calls and my local irs is closed due to covid

Try calling early in the morning and not on a Monday or Tuesday. Also, you may want to reach out to your Tax Advocate for assistance. Who May Use The Taxpayer Advocate Service?
