After the $40 & $30 fees, my prepaid card is still short by about $170. Is my state return not put on the card yet?

Your Federal and State refunds are coming from different sources. The Federal refund coming from the Federal government and the State refund will come from your State Department of Revenue. It is likely that the refunds will be deposited at different times.
