I filed my 2019 returns in February and owe additional taxes which I've not paid yet due to the COVID-19 payment extension to 7/15.

Recently I discovered that I missed a tax credit which now lowers my tax liability.  Following the process for filing a 1040X detailed elsewhere the resulting 1040X shows that I'm due a refund (the difference in what I was to have paid on 4/15 (now due on 7/15).

What do you recommend as the best process to handle this situation?  File the 1040X now & then pay the original amount due on 7/15 providing IRS issues refund now?  Or send the IRS the original amount due on 7/15/20 and then file amendment later this year to obtain the refund?  Or do you recommend something else?

Your second option is the best approach. Pay the original amount due on 7/15. After the payment clears, file an amended return to get your refund.
