Is FSA always limited purpose with money left in previous HSA?

I have money left in my HSA account from year 2016 & 2017. This year I don't have high deductible health plan and only have FSA. Is my FSA limited purpose that only reimburses dental and vision expenses until I use up all the money in my HSA?
