Vacation Rental Home Sale

I sold a second (vacation) property for a gain out of state.  I received a VT form LGT-178 which shows a calculated gain taking into account selling/buying expenses of attorneys fees and agent commissions only. However, I have other expenses at sale which included payments to the local water department for a meter upgrade which they required me to pay for at closing (which was not due until 2019),  a credit to the buyer as a concession for a repair, VT land gains tax & VT withholding tax.  Are any of these considered selling expense which lower my realized gain?
