Your Credit for Excess SDI Witheld

I had 2 employers for 2017 and had a total of $1142 withheld for CA SDI as shown on the W2's.  CA limit is $998. I entered the W2 info into TurboTax, but it does not show the $144 credit on the form 540.  If I manually enter the credit, TurboTax will not let me e-efile.  When I go back to the state return to see if I can fix this, get a message that says "Based on wage information from your federal return, you have a credit of zero for excess California State Disability Insurance (SDI) withheld".  But from what I can see, there is no income limit for the excess SDI.  Anyone know how to get around this issue in TurboTax?
