The "Less common plans" screen doesn't show

When I select the option for picking which months I had health insurance, and select the months, the screen that asks "Were you enrolled in any of these less common plans in 2018" doesn't appear.  It appears only if I select the option that says I had health insurance coverage all year.  Why is that?

The "Less common plans" screen doesn't show

check again, the question about less common plans is asked either way, but depends on how you answer the questions

 

if you respond you had coverage for 12 months, it's the next set of checks. 

 

if you respond you had less than 12 months of coverage, it then asks which months you had coverage, then asks if you are covered by any waivers. 

 

For some of the waiver scenarios, If you qualify for a waiver, it's not going to ask about the less common plans because it's a moot point.
